Vickie was born on July 31, 1959 to Reinhold "City" and Elsie (Schnabel) Hieb in Tripp, SD. She was welcomed into the family by her one and only sibling, Mark Hieb. She spent her childhood and adolescence playing basketball and softball. She twirled baton as majorette, played the clarinet, and was a cheerleader. She graduated from Tripp High School in 1977. She acquired an associates degree in Psychiatric Technology from University of South Dakota at Springfield, SD in 1980 followed by a Bachelor of Arts in Human Services, Behavioral Science, and Psychology from Dakota Wesleyan University in Mitchell, SD in 1999. Vickie worked as a psychiatric technician at the Human Services Center in Yankton, SD for 11 years and at Cedar Springs Saint Francis Hospital in Colorado Springs, CO for 2 years. She then went on to work as a Direct Support Professional, Supervisor, and Service Coordinator for 14 years at MAATC/Lifequest in Mitchell, SD. She spent the last 7 years of her working career as a Case Manager at the Pathway Program with Dakota Counseling Institute in Mitchell, SD. She took so much pride in being a mother to everyone. She loved with every ounce of her being and anyone that was fortunate enough to have her in their life will tell you they never doubted her love.

Vickie married her first husband, Richard Prusha on August 26, 1989 at Friedens Reformed Church in Tripp, SD. Three years later, on August 6, 1992, they had their daughter, Chelsey. Vickie married her second husband, Casey Young on November 29, 2015 at Resurrection Lutheran Church in Mitchell, SD. Through her marriage to Casey, she gained a step-daughter Crystal, and a step-son Chase. Vickie was a member of Resurrection Lutheran Church, American Legion Auxillary, DWU Teammakers, Client Counsel, and United Way. Throughout her life she enjoyed following her nephews sporting events, attending her daughter's activities, making crafts, cooking her favorite meals, hunting with her brother, listening to oldies, caring for her grandkids, and growing up in Tripp. Her greatest pleasure in life was the birth of her daughter, followed by the birth of her grandkids. She loved spending time with family and spending time in the sun, especially if it involved swimming. She grew up surrounded by dogs and had a special bond with her dog, Caddy.
